Asagi Rumina suivi de son ami d'enfance Isuzu Ginnosuke vivent une vie de lycéens.
Un jour, deux jeunes femmes en fuite, Chelsea Rorec et Sarasa Ruri, se réfugient chez Asagi.
Il apprend que sous Tokyo se trouve un autre monde Underground dans lequel a été regroupée toute une population pour y subir des expériences scientifiques.
Le but était de regrouper les personnes ayant des pouvoirs psychiques pour les développer.
Les pouvoirs de ces êtres sont devenus tellement dangereux qu'ils ont été bannis de la surface à tout jamais.
Une organisation du nom de Compagnie s'est créée et gouverne ce monde.
Asagi apprend aussi que Ruri veut vivre à la surface et qu'elle est pourchassée par cette organisation pour son pouvoir très rare, celui de redonner la vie.
Lors d'une confrontation avec la Compagnie, Asagi va être tué. Ruri utilisera alors son pouvoir pour lui redonner la vie.
A partir de ce moment, Asagi va disposer d'un étrange pouvoir, celui de maîtriser le vent.
Par ailleurs, un lien d'ordre sentimental entre Ruri et Asagi va naître petit à petit.
